There was a comment from a guy the other day. " Who will risk their life for a meagre salary of Rs.12,000. Pay the constables Rs 60000 and see the level of commitment". In the US, their police is paid ten times what our guys get". The comment somehow caught my attention. My father is with the RPF. At the age of 59 years he still has to escort trains in naxalite areas of Bengal and Jharkhand.
Police , RPF etc are very critical jobs for our country but i dont think we have competent guys joininng these ranks.
The first preference in perspective job market in the same category is goverment -clerical,bank clerical etc. Very few people has the inclination towards a police job. Instead people who doent get any job or are rejected by all others finally attempt for these kind of roles. In my friend circle i have never found anybody aspiring to be a police officer. My own father never bothered to press me to become a RPF.
Other professional field such as engineering ,medical etc requires high level of preparation from the starting itself from coaching institutes etc. A guy who joins the police force never takes such preparation .Suddenly for the sake of getting employeed he joins the police force. So his skillset,capabilities are doubtfull. I can understand that there are training camps orgainsed for building that skillset. I dont think that is enough to build the required capabilities.
Malcolm Gladwell in his book "outliers' have mentioned that to develop a particular skillset a person requires 10000 hrs of practice. Does our police force practice enough to reach that proficiency? it is questionable.
If at all the guy attains the required skillset does he possess the required motivation to work in an risky envronment day in and day out?Not at all, its very impractical to ask a guy to stake his life for
very less profit. In most of our cinemas the directors had tried to communicate the message that the police are underpaid but what are the steps to address it?
This is the same reason i propose RISK BASED COMPENSATION STRUCTURE FOR all GOVERNMENT JOBS.
New Compensation Structure
The compensation has another factor called risk involved in duty.So whatever may be the job, it has a RISK calculator based on market research. The jobs which has immense risk on life has a scale 5 and a clerical job which has very low risk has a scale 1. So a guy on the same grade and scale if has a risk factor of 5, his salary gets multiplied with 5*0.5 * salary of scale 1 category jobs.
Benefits
1) Increased motivation on duty, as basic need of maslow's theory addressed
2)Less provocation towards bribe(risk on being caught becomes very high as the salary gets increased)
3)With power , money and motivation the Indian police becoes a Lethal Force.

Point well made ... money is a factor, a motivation indeed ... but when it comes to service like education, health, law and order ... unless an attitude of 'service' is ingrained in the character ... in offering anything that goes in the name of service ... only money won't save the situation ... and our whole education system, thinking process believes in character-building by default ... and we know that left on its own, entropy increases.
